On August 27th, Thomas D. Kuglin Jr., CFO, CTO will join the CPSE headquarters team as our first-ever CPSE University Manager.

Most recently, Thomas worked as a Battalion Fire Chief/Training Program Manager for Marathon Petroleum Company LP. In addition to moving through the ranks at fire departments in Tennessee and Georgia, he served as an Adjunct Instructor at Chattahoochee Technical College in Acworth, GA. Thomas earned an Associate of Arts in Business Administration from Keiser University, a Bachelor of Science in Organizational Leadership from Fort Hayes State University, and is currently working towards a Master of Business Administration from Liberty University. Thomas brings multiple national certifications into this new role key among them being designated as both a Chief Fire Officer (CFO) and Chief Training Officer (CTO) through CPSE’s Commission on Professional Credentialing.

In this brand new role, Thomas will be responsible for establishing and operating CPSE University as it focuses on educating agencies on accreditation criteria requirements and officers on credentialing components and requirements. It will encompass classroom, web, and on-demand learning.  CPSE University is the next evolution of our commitment to our mission of “leading the fire and emergency service to excellence through the continuous quality improvement process of accreditation, credentialing, and education.”

Reflecting on Thomas’ selection, CPSE Chief Executive Officer, Preet Bassi, CAE noted “Thomas’ experience and enthusiasm for adult learning, curriculum development, instructional delivery, and program assessment continued to stand during the extensive recruitment process. Following a brief onboarding period, Thomas will be connecting with all instructors, education champions, and other key members of the CPSE community.
